What is Iraq COC certification?

Iraq COC certification is a document required for customs clearance of exports to Iraq, and is used for customs clearance of goods in Iraq. If the batch of goods is included in the appendix of controlled products listed in Iraq, it needs be inspected on site before shipment to confirm that the products comply with relevant Iraqi technical regulations and recognized standards.

According to Article 8, Chapter 3 of Iraqi Law No. 54, the Iraqi Central Organization for Standards and Quality Control (COSQC) will implement the pre-import inspection, testing and certification program (ICIGI) to limit the import of substandard, counterfeit and shoddy products into Iraq, and protect its domestic consumers, producers, environment and public safety.The Iraqi Central Organization for Standards and Quality Control (COSQC) has implemented the Pre-Import Inspection, Testing and Certification Program (ICIGI) for goods exported to Iraq. This project will start on May 1, 2011. All products under the control of the Iraqi Pre-Import Inspection, Testing and Certification Program (ICIGI) must be accompanied by a Certificate of Conformity (CoC) or a Release Note when imported into Iraq. The product certificate of conformity is a document required for customs clearance of goods and is used for customs clearance of goods in Iraq.

Iraq COC certification application method and process introduction:

Ⅰ. Documents required for Iraq COC:

1). Packing list

2). Proforma invoice

3). Product test report: If there is already a test report, there is no need to repeat the test, except for individual products that require on-site sampling test

4). Fill in the COC application form: The blank application form is provided by the handling agency

5). For payment by letter of credit, a copy of L/C is also required

Ⅱ. Iraq COC certification requirements for product testing:

For products that need Iraq COC certification, they must first undergo product testing and obtain a test report from a third-party laboratory with national CNAS accreditation before they can submit an application for inspection.

Iraq is divided into the southern region and the northern region, which adopt two different policies. There are two entry ports in the southern and northern regions respectively. Those that transit from Iraq's UMM port or Jordan's AQABA port to Iraq belong to the southern region of Iraq; and those that transit from Iran's ABBAS port to Iraq or Turkey's MERSIN port to Iraq belong to the northern region of Iraq.

The test standard required to be accepted in the southern region is the test report of the local IQS standard in Iraq. For example, for tiles, the standard accepted in the south is the test report of a third-party laboratory of the IQS1704 standard; while the test standards accepted in the northern region can be international standards, such as ISO, EN and other standards. For example, for tiles, a third-party laboratory test report tested in accordance with the ISO13006 standard can be accepted.

Therefore, before conducting the test, you need to confirm the Chinese and English names of the products being shipped, the HS code, the total number of models of goods, and the port of destination for this shipment, and then specifically confirm the testing standards and fees.

III. Iraq COC Certification Inspection Label Requirements:

1. Label Requirements:

Product label requirements: LOGO, product name, model name, product parameters, Made in China (Arabic and English), warning words (Arabic and English).

Inner packaging information: LOGO, product name, model name, product parameters, Made in China (Arabic and English), number of pieces, production date.

Large packaging information: LOGO, product name, model name, product parameters, Made in China (Arabic and English), number of pieces, weight, net weight, number of boxes, logo, production date.

2. The instruction manual must be in English and Arabic;

1) Toys:

Children's toys, crayons, watercolors and modeling clay, etc.

2) Electrical and electronic products:

Household appliances and electronic products, household appliance installation accessories (switches, plugs, sockets, adapters, terminal blocks, etc.); batteries (lead-acid batteries, dry batteries); household lamps (fluorescent lamps, tungsten lamps, energy-saving lamps); wires and cables (PVC insulation rated voltage 450V/750V, rated voltage 600, 1000V cables); household lamp machine accessories (starters, ballasts); household heating elements and electric storage constant temperature electric water heaters; telephone cables; evaporative air coolers and their electronic accessories (motors, water pumps), etc.

3) Automobiles, tires and auto parts:

Automobiles and their spare parts, automotive safety glass, tires and tubes of different cars, trucks, trailers, buses, bicycles, motorcycles, etc.

4) Construction products:

Cement; galvanized sheet; aluminum alloy column wire - pipes, rods and profiles for general engineering; carbon steel rods for reinforced concrete; structural steel; welded steel pipes for reinforcement and concrete; galvanized carbon steel and ductile iron pipes and accessories; building bricks; faucets and valves (water taps, stop valves and mixing valves for stopping public services); plastic pipes, pipe fittings, accessories and joints, etc.

5) Cosmetics, personal hygiene products and cleaning agents:

Cosmetics (all types); toothpaste, tooth powder, shaving cream and foam; household laundry detergent (high foaming, for automatic machines); household liquid detergent and cleaning paste; soap, baby soap, liquid soap; air freshener (all types); baby diapers and elderly diapers; sanitary napkins; facial tissue (including kitchen towels, wet wipes, scented tissues and toilet paper); toothbrushes; fabric softeners; carpet, floor, oven, glass vacuum cleaners; toilet cleaners; sodium hypochlorite solution; calcium hypochlorite and chlorinated lime; disposable razor blades; pipe cleaners - alkaline, etc.

6) Daily hardware:

Safety matches; plastic and rubber erasers; pencils; wooden colored pencils, pencil sharpeners; hoses.

7) Kitchenware:

Paper cups, paper plates and paper straws; disposable plastic cups, plates and containers; plastic straws; plastic tableware and tableware, aluminum tableware; stainless steel tableware and silver-plated tableware; aluminum foil food containers; aluminum foil packaging for food and medicine; metal containers for food; metal pots, kettles, teapots and sewing utensils (coated and uncoated); ceramic tableware; plastic containers for food ingredients, etc.

8) Chemicals:

Oil painting fuel (all types); automotive paint, putty, polish, cleaner; thinner; epoxy interior paint for drinking trucks; emulsion paint (acrylic and PVA), plastic paint, etc.

9) Textiles and footwear:

Shoes and slippers; socks; underwear; bedding (blankets, bedspreads, sheets); pillow cores, etc.

10) Household gas appliances:

LP gas stoves and water heaters; kerosene convection heaters and cooking utensils and household water heaters, etc.

11) Others:

All kinds of metal cans and their metal covers, etc.
