The CB system (a system for qualified testing and certification of electrical products) is an international system that operates. Certification bodies of IECEE member countries test the safety performance of electrical products based on IEC standards, and the test results, namely CB test reports and CB test certificates, are mutually recognized by IECEE member countries. The purpose is to reduce international trade barriers that arise due to the need to meet certification or approval criteria from different countries. IECEE is the abbreviation for Electrical Product Qualification Testing and Certification Organization.

The CB (Certification Body) process is established based on the international agreement of IECEE "World System for Qualification Testing and Certification of Electrical Products". It is an agreement between national certification bodies within the system, committed to mutual recognition of the audit results of electrical products. The countries participating in the CB system come from designated institutions in 53 countries, including major industrialized countries, and are currently part of the CB certification process - it is considered the basis for domestic certification in many EU countries (including those that have not yet become full member states). CB certification is only for sample testing. If a factory inspection is required when converting foreign certification marks.

The CB certificate must be presented together with the CB test report to be valid. When applying for a CB certificate, applicants should first explain the country/region they wish to export to CQC and CBTL, so that the certification agency can help understand the standard differences in that country, arrange differential experiments in a timely manner, and avoid the applicant from conducting additional experiments when applying to foreign certification/testing agencies, delaying the recognition process, and investing more costs. CB certification is applicable in member countries of the CB system, covering both developed and most developing countries worldwide. The CE mark is applicable to 28 European countries including the European Union.
